Renée N. Hamilton Senior Infrastructure Executive | P3 & Managed Lanes Strategist Renée N. Hamilton is a seasoned transportation infrastructure executive with more than two decades of senior leadership experience spanning both the public and private sectors. Her career reflects a unique combination of operational leadership, strategic development, and public-private partnership expertise within large-scale transportation programs. She has held key executive roles including Deputy District Administrator for the Virginia Department of Transportation (VDOT) and Chief Executive Officer of the Dulles Greenway toll concession.
Ms. Hamilton has extensive experience in public-private partnerships and managed lanes development. She served as an executive leader supporting the Transform I-66 Outside the Beltway project, a $3.8+ billion managed lanes P3 initiative, and has direct experience overseeing toll concession governance and operations. Her background includes engagement in alternative delivery procurements such as Design-Build and Design-Build Finance-Operate-Maintain (DBFOM), as well as building and maintaining executive-level relationships with State DOT leadership, transportation authorities, and legislative stakeholders.
Throughout her career, Ms. Hamilton has demonstrated strong strategic value to infrastructure investors and development partners. She brings deep credibility with transportation agencies, extensive experience navigating complex legislative and regulatory environments, and a strong executive presence in procurement positioning and industry forums. Her leadership approach emphasizes lifecycle-focused infrastructure investment, thoughtful risk allocation, and the alignment of public transportation objectives with private capital deployment.
Prior to her executive roles in the private sector, Ms. Hamilton served as Deputy District Administrator at VDOT, where she helped oversee multimodal transportation networks exceeding 17,000 lane miles and supported major capital programs, including more than $3.8 billion in managed lanes infrastructure investment.
Ms. Hamilton holds a Master of Engineering Management from Old Dominion University and a Bachelor of Science in Civil Engineering Technology from South Carolina State University. Her career reflects a consistent commitment to advancing innovative transportation solutions, strengthening public-private collaboration, and delivering infrastructure programs that improve mobility, economic growth, and long-term regional connectivity.

A few years ago when my grandson Amir T’Challa was born, an idea came to me one day when I was rocking him. I have not acted on it, but in the last few weeks my daughter Akilah and my husband Andrew have mentioned it to me to get started.
The idea is to start a website for grandparents call, Spoil and Return. This will be a way for grandparents to link with each other by using Facebook and other media venues to exchange ideas and stories about their grandchildren or their grandparents. Since technology is the way of the future, even grandparents must embrace it.
On this interactive site grandparents and others will be asked to participate in the following:
1. Share testimonials about the influence of grandparents on the lives of their grandchildren or grandchildren can give testimonials about how their grandparents influence their lives.
2. Visit Tidbits to find helpful resources, to chat and to ask questions about everyday issues and solutions regarding grandparenting.
3. Feel free to post fun pictures of you interacting and spending time with the kids.
